Dallas, TX, February 13, 2025 — Dallas Economic Development Corporation (Dallas EDC), a non-profit organization established to promote economic growth and vitality in Dallas, is pleased to announce the appointments of Chris Heinbaugh and Ambassador Jeanne Johnson Phillips to its Board of Directors. Mr. Heinbaugh is the Chief Advocacy Officer at the AT&T Performing Arts Center, where he works with arts leaders to promote a vibrant arts community in Dallas. He developed a non-partisan advocacy strategy that has successfully garnered support for the arts from city leaders, contributing to economic development and corporate investment. He also secured $75.2 million for 15 city-owned cultural facilities through the 2024 Bond Program. Previously, he was Chief of Staff to Dallas Mayor Tom Leppert, managing policy decisions, political strategy, media engagement, and education initiatives.
Ambassador Phillips has had a distinguished career in corporate engagement and international relations. President George W. Bush appointed her as the U.S. Permanent Representative to the OECD in Paris (2001-2003). Notably, she is the only woman to chair two Presidential Inauguration Committees. Currently, she chairs the Mayor’s International Advisory Council for Dallas, promoting trade with international entities, and she recently served as an Honorary Consul for France to strengthen business and cultural ties.
